If you think about it the general environment of all the races has been pretty similar throughout most of our existence. First of all, the non-black races separated from Africa only about 70,000 years ago. Until about 12,000 years ago all of the races were hunter-gatherers. Agriculture first was developed by peoples living in what is now Turkey and Iran, then spread to Asia, Europe and Africa at pretty much the same rate. Most of the peoples of the Eastern Hemisphere have lived in tribal cultures practising subsistence agriculture until the last 3000 years, which isn't much time to develop genetic differences. Until about 600 years ago there really wasn't much difference between the standard of living of the average African and the average European, except the average European lived in nascent nation-states. One might even make the supposition that the repressive feudal regimes of Europe might have been expected to select against intelligence.

Proteus, that higher intelligence is linked to greater survivability in harsh conditions I consider self-evident. It is even somwehat of a tautology because intelligence is the ability to adapt to the environment.
About when more intelligent had the chance to reproduce more: it's not a matter of just making more babies, it is a matter of them surviving to adulthood so they can reproduce themselves. In a world without social secutiry networks of today, you can imagine the penalties for the really dumb. On the other hand, the really smart didn't face such penalties (unless insane, but even that was more respected than idiocy).
