Actually, we actively incited the Shia rebels and then did very little (no fly zones were intended to help, IIRC) as Saddam beat them down.
I'm not really sure we "put him in power." We may have had a hand in it, or at least offered tacit approval. But that's not clear to me. We had a cozy relationship with him for quite some time, though.

The CIA didn't make Saddam a dictator, but I didn't say they did, either. From my recollection, the CIA offered a considerable amount of monetary support to the Ba'ath party early on and even helped its '68 coup. How much direct support was given to Saddam Hussein is unclear.
Re: Shia Rebels. Yeah, you're right, Arrian. It probably would have been more accurate for me to say that we abandoned them rather than ignored them. Clearly, that's better.
