If you want to base ethics on the natural telos of the human organism, then I'm all for it (in my idiosyncratic Neo-Aristotelian way), but you'd have to institute a pretty severe set of laws to deal with it.
For example: not only will there be no sexual perversion, but there will also be compulsory sex education to make sure you are getting the best out of it, and there will be no listening to crap music, and no watching of mindless television.

Personally, I think smoking (and other drug use) is a choice that should be left to the individuals themselves--so long as it doesn't really harm others.
(Secondhand smoke is not an argument I buy, since secondhand smog from cars and factories is pretty lethal too.)
Also I personally believe that homosexuality does have a positive role in the fitness of a species. The basic theme is that not every member of a tribe needs to breed, so that it's beneficial for some to not waste their energies on breeding - in fact the tribe is even more fit with some members not distracted by breeding. I may be wrong there, but in any case it works even better in the context of post-evolution humanity - there is certainly no need for every member of society to breed.
I do support genetic correction of debilitating illness but I'm generally extremely leery of any genetic engineering which reduces diversity. That shouldn't be extended to GE'ing to increase diversity - I say, the fairest way is to just leave it up to nature. That way parents can't have (even more) unreasonable expectations and kids can't blame their parents (even more).
I'd love to know when the people who think sexuality is a choice sat down and thought "Hmmmmmm. Shall I spend the rest of my life getting erections about boobs and mimsies, or willies and knackers?"

Why is diversity innately good? It could be argued that it makes the human race more adaptable, but if that were the case, it would be permissable to genetically modify humans to improve the adaptability even more.
