      Ummm...

      Obviously there isn't if you are document. There very definetly consequences if you are not and caught. There is a reason they hide, because they know they are wrong.

                  If you have to look up the word criminal in the dictionary you deserve to be ignorant. In this case the dictionary definition is lacking. That does happen.

                    What are you talking about? What does enforcement mean? They are deported. I don't know what enforcement is suppose to mean if it doesn't mean deported.

                            It's not a multiple meaning. It's the same meaning. It's like saying that someone who drinks a beer is an alcoholic. Sure alcoholics drink beer, but just drinking one doesn't make you an alcoholic. Speeding doesn't make you a criminal and neither should immigrating.
