They should apply to both sides equally, UNLESS there is a cultural basis for the difference. I think it would be a mistake to assume that there are no cultural differences that might justify separate age of consent laws.

b) Boy after eighteen - can have sex with any girl older than 16.

The problem you forget here, is the case of homosexual sex.
What about an older man having sex with a 14yo boy?

As said earlier, age of consent should be same for both gender.

Oh, and, btw, in case you didn't knew, the purpose of such law is not to 'forbid' young people to have sex, it is more to forbid older people to abuse younger people.
