I'm not advocating anything, I'm pointing out Dan's blatant hypocrisy and whining. The US built their GPS network solely with state funds. The EU tries a different approach, involving the private sector on a commercial base, and that gets called a scam. Maybe it was meant to fail but it's worth the try.

I feel that I must correct you. GPS has always been primarily a defense system. It was made available as a public good because the defensive nature became more broadly understood -- e.g., commercial airliners of all nationalities need to stay within national boundaries if international incidents are to be avoided. Over time, an organic GPS devices market has sprung up. The government has little to do with this market, and European companies are very weak in it.
European big business wanted a large piece of the action and thought they could convince the EU to legislate Galileo into a must-use system. In turn, European big business said that they would pay for the system. A dramatically low-ball cost was stated. That is, until the consortium determined that it could get the EU taxpayers to pay for it. The new low-ball cost is now public (it's not the real cost) and it's all on the EU taxpayer dime.
To be blunt, there's very little commercial about Galileo (unless you consider state-sponsored fleecing of taxpayers and consumers to be commercial). In the meantime, the EU taxpayer and consumer will be subsidizing competitors in the GPS devices market.
