      True but it's different. The gathering of such info is centralized. There is only one f.e. tax police and one taxpayer database. And there are thousands ISPs and everyone of them has its own database. No single, united database of customers, because these ISPs compete with each other.

            What do you mean by "occupation" can be applied to Kosovo as well. There was no war between Albania and Yugoslavia or USSR and Estonia. Using your approach, both Albanians in Kosovo and Russians in Estonia are illegal settlers, because they are not natives, they live in the lands which historically belonged to other ethnicity (Kosovo to Serbs, Estonia to Estonians). The only difference is that Kosovo was never part of Albania, while Estonia was part of USSR.

            So, Kosovo should be an independent Albanian state, while Russians in Estonia should shut up about citizenship or be deported.

                  the albanians in Kosovo were allowed in when the place was ruled by Yugo, NOT by Albania.

                  It would be like if the govt of the USSR, under, say, an ethnic Georgian, had invited Estonians, Kazakhs and even Chinese into what had been historically ethnic Russian areas.

                  Thats not the case in Estonia.

                        Actually I pwned myself here a bit - I thought the 4th Geneva convention was ratified before 1940. USSR ratified it in early 50's, so only those that were sent here afterwards are illegal.

                          Technically in 1940 when Germany and Italy invaded Yugoslavia Italy annex Kosovo as part of Albania. Most of the ethnic Albanians in Kosovo didn't arrive during that period though. They arrived as part of the Ottoman Empire's policy of mixing and matching rival ethnic groups so that areas all became mixed and the Ottomans would have an easier time playing the different groups off each other.
