        You are referring to Philips van Marnix, another noble of Burgundian descent who throughout his life lived in various parts of the Dutch provinces and was a close confidant of Willem van Oranje. He was indeed mayor of Antwerp at some point but I'm pretty sure he wasn't a native of that city.
