My problem is that a class of people benefits from this and another class pays for it (and they don't live on the beach). I don't think thats necessary.

I think what Flubber and others object to is the sense of entitlement. You sound like someone owes you a place to live, and that's not so. Just because a person has lived in a given apartment for a certain amount of time does not entitle them to continue living there should they fail to pay the rent.
In your job, you presumably provide a service of some sort or another, do you think that if your employer pays you regularly for 10 years they are entiled to one year free?

Well that's not it, and I've been trying to make that clear. I know that I am not entitled to a lower rent, just like people are not entitled to lower taxes. That's my point really.
