And then wouldn't her question be why was it ok then but not now? I was just always tought to keep clothed, but I guess it's really up to the individual parent.

People are born naked, so if anithing is 'ingrained', it's the code of being dressed. What you have seen is not a kid adopting a 'naked is beautifull' attitude, but a kid who hasn't adopted the 'nude is rude' moral code yet.
The girl propably hasn't even a clear awareness of her body and she certainly has not yet grasped the concept of her body being a sexual 'device'. And let's face it, the body of a six year old isn't.
She'll have plenty of opportunaties to be ashamed of her body later in life, leave her in her ignorant bliss.

And going off at a tangent a bit: what exactly is wrong if she would later decide that she'll prefer topless or nudist beaches or emigrates to an african tribe wearing just a skirt? She won't be a worse person for it, will she?
