[q=Asher]It also has the downsides of that in cases of domestic violence, the woman doesn't always press charges.[/q]
Err... she doesn't have to. In fact, in plenty of states only the District Attorney can drop charges in domestic violence cases and it doesn't matter if the woman (or man) wants to go on.
That's in California.
Like I said, middling crimes where the police doesn't care if it goes forward or not can go to the person who was aggrieved. If he thinks strongly enough, then they'll go forward. More serious crimes, where the police care about it, they won't even ask if that person wants to press charges.
So yeah, more efficient.

Can I be prosecuted for Domestic Violence or Spousal Abuse if the victim does not press charges?
YES, Domestic Violence or Spouse Abuse crimes are aggressively prosecuted and even if the victim tells the court and prosecutor they do not wish to "press charges", the case will NOT be dismissed.
