                              Neither country has the death penalty and they refuse to extradite their nationals who might be facing a DP charge without guarantees the DP is taken off the table, something prosecuters don't seem to want to do. So yes, dear, it is the fault of the U.S. All we have to do is say, the DP is off the table and we'll get our suspects.
