                It's been handled in the Western US, the Ninth Circuit has ruled that arresting people for homelessness is cruel and unusual punishment. There were plenty of municipalities who were arresting people for sleeping, filling up jails, in the hope that they'd run to the next city. This idiotic idea just filled up jails.

                  The end result is that life on the streets becomes impossible but if people agree to stay in programs designed to cure the underlaying causes of homelessness (addictions, mental illness, or even just poor luck) then temperary assistance programs can successfully help them get the care and/or help they need.
                  What about the other cause of homelessness? Isn't the cost of rent so high in San Diego that military families have to stand in bread lines?
