          outlaw being homeless? Wow, that's just .. weird. SO who gets sued... the homeless person or the government?

          But it's understandable these things can create some problems, maybe the feeding can happen in some other places though? Just get the event going on somewhere else...

            Though admittedly the 57 enclosed connectors between buildings downtown are 15 meters above ground with lots of glass.

                not to mention the obscenely cold winters... nothing sends the homeless packing like winter.

                If Orlando thinks it's got too much homeless people, maybe it needs to figure out a way for it to snow a few months of the year.

                  Even that doesn't deter them. Calgary has record number of homeless people and our winters are very, very cold.

                      Deter them from being homeless.

                      ...in Calgary. That's an important distinction, because they could hitchhike/Greyhound to better climates. The comment was made in response to one about snowfalls making homeless people move away. Please refrain from being the knee-jerk "I'll shoot you if you look at me the wrong way" Texan we know you are deep down.

                      Calgary has a problem of homeless people migrating here from other cities because of the impression of the city being very wealthy compared to other cities like Winnipeg or Saskatoon...

                      Many of them also come out here because the job market is insane. Frankly, I don't understand why any of them are beggars. Shops are shutting down because they can't find anyone to work. Dairy Queen is now hiring at $12/hr (minimum wage is $5.90 here) and still can't get enough people. There's a huge entry-level labour shortage and people still are out begging on the streets...

                          Not all homeless people are beggars.

                          Here in the Bay Area some hold jobs, but are unable to afford housing due to the limited supply and high prices. I suspect the same may be true in Calgary.

                            That's true, the housing market is ridiculous right now. There's been calls for, and there is definitely need for, low-income housing.

                                They should just do what San Diego does. They use a combination of private charitible money along with government money to create a number of "tough love institutions" where if you follow the rules then you are treated very well and can get excellent rehabilitative care. If you refuse to stop drinking/doing drugs/attend theropy for mental conditions then you are quickly thrown out of the program. The police then persue all legal means to go after people for vegrancy, public drunkeness, loitering, etc...

                                The end result is that life on the streets becomes impossible but if people agree to stay in programs designed to cure the underlaying causes of homelessness (addictions, mental illness, or even just poor luck) then temperary assistance programs can successfully help them get the care and/or help they need.
