    the 10% of homeless people that are chronic problems create 90% of the costs to tax payers. i know no one will like this on a moral level for lefties or righties but its actually cheaper for the government to put these problem cases in apartments on contingent basis of them getting help. check out a new yorker article that talks about this from january 06 or so.

    also i think everyone has it wrong when they want to solve homelessness. Its not a solvable problem, its a containable problem.

      You outlaw homelessness by outlawing what homeless people do. I.E. you make vegrancy a crime, you make loitering a crime, oublic intoxication, and half a dozen other things. If the goal is just to harrass homeless into going some where else then this is not justice, however, if the goal is to take a drug addict and make his life so unbearable that he seeks treatment (and society does have an obligation to fund these treatments since it is wrong to punish homeless without providing a treatment for the reasons people became homeless). If the person just wants to game the system and not cure his addiction or treat his mental illness then he should be kicked out of the system. Tough love is the anwser; make them understand their on the wrong path and if they make the right choices that they can get jobs, pay for an apartment, and stand on their own two feet. That is the best way.

City-level problems should NEVER be dealt with at the federal level; that would be an inappropriate usurping of power by the Federal government, and would be a waste of money and time.

                          There is one problem with that method - what to do with those who refuse the help? It only works so well in San Diego since those who refuse leave town for somewhere else, becoming another city's problem.

                              Get them for no loitering violations? Wherever they are, they're loitering. Stop walking and you could be said to be loitering.
                              I guess they could jog 24/7. Nothing like in-shape homeless.

                                You can outlaw it, but it's one of those stupid ordinances that you look at, and go, wtf?

                                In Atlanta a few years ago, they'd banned "urban camping", because apparently they didn't want homelss in the city, but also didn't want to hurt their feelings by calling them the homeless.
