I'm not an expert on Denmark, by any means, but these are a few services that I guess you get "for free" (i.e paid for by taxes, but not by the individual user):
- police protection of the citizens
- military protection on the territory
- judicial process for the accused.
- diplomatic assistance in case of a problem abroad.
I might be wrong, of course, and it could well be that the Danish institutions charge the individuals to protect them.
People vacationing on another continent are hardly to be considered indigent.
