        I think at least for Scientology this is probably only on rare occasions the reason. After all they want to sell you expensive courses from the beginning on.
        Only later when you´re already addicted to them (which of course often might be the reason why you´re down financially ) and don´t have the money to payfor the next course they might give you alternatives instead of paying money for the courses (for example standing in the city and trying to draw other people to scientology )
