    In response to the original question, have you really been under a rock for the lion's share of Bush's presidency? He figured out (well ok, probably his advisors) right after 9/11 that if he could keep scaring people they'd ignore how incompetent his handling of things was. It's been working wonders for the Republicans since then. That's not to say that fearmongering is a new and Republican thing, it's just that it's gone from one among many tactics to being their main tactic.

    Consider some of the latest moves in the US senate to attempt to ban gay marriage: "Oh noes, teh gays will destroy marriage!1!!" Because apparently, people have started figuring out that Bush wasn't doing that much about the terrorists. Now they have to be really scared of immigrants and gays. At some point, someone obviously decided that they needed to be afraid of Canada.
