      CIUDAD JUAREZ, Mexico - Mexico said Tuesday that it would file lawsuits in U.S. courts if National Guard troops on the border become directly involved in detaining migrants.
      I predict the case will be gone by the 4th of July...either never filed, voluntarily dismissed, or tossed out by the judge. It'd be sooner, but the U.S. Attorneys Office will screw around for at least a month during which nothing will happen.

            No Act of Parliament may be made secure from amendment or repeal by a future Parliament.

                What LOL, Ted?

                Ordinary legislation cannot bind the hands of future legislatures. If Congress chooses to pass a law permitting the use of NG troops then it supercedes all previous ordinary legislation on that issue. It's not a loophole; It's how the system is supposed to work.

                      A way of escaping a difficulty, especially an omission or ambiguity in the wording of a contract or law that provides a means of evading compliance.


                      It's not an omission or an ambiguity. Giving Congress the right to pass laws which couldn't be superceded by a future Congress would be insane.

                            THAT'S NOT WHAT WE'RE TALKING ABOUT.

                            Posse Comitatus is ordinary legislation, not a treaty obligation or a constitutional right. Should congress so decide they could give the active military the right to police ordinary American citizens. If the President uses NG without the assent of Congress, then I can see calling it a loophole.

                              Congressional approval or not, we know these things are arbitrary, kinda like UN Resolutions. Pick and choose according to who has the biggest.

                              It's sorta like the War Powers Act:
