California Judge declares High School diplomas meaningless
The intent of this law is to counter the feeling that, indeed, diplomas were beginning to be meaningless.
Says who? snoopy?

Isn't it normal that tests are taken at the end of each grade?
We had exams 3 (and later 2 times) a year, with a ****load of tests throughout the year. That way people who have difficulties to catch up can be spotted quickly.
And like snoopy says, a high school diploma isn't worth crap. Unless you're following a technical education like mechanic of course.

It might be "meaningless" to you guys are relative to a college degree, but it's still the lowest level required piece of paper to do anything besides fast food jobs.

Of course they know the kids who aren't up to grade level. They go to summer school, take remedial classes etc... They do everything for these kids, but the kids don't master the material enough to do well on tests.

Lawmakers hope the exit tests will improve student performance and boost the value of a high school diploma. Reforming America's high schools has become a national priority in recent months, with President Bush urging Congress to hold high schools accountable for student achievement by extending federally mandated testing to grades 9-11. The nation's governors also have targeted high school for reform, and 18 states recently formed a coalition pledging to aggressively raise the academic bar in their high schools.

Why hand out diplomas at all if no achievement is necessary to get them?
Why can't you be a non-conformist just like everybody else?

Schools don't need to be reformed. That's the problem. If these politicians would have bothered to visit the schools and see what they are doing they would know this. It's time to accept that there is just a **** load of students that are very bad at academics.

Really crappy schools.
It really is more of a cultural thing. Whites and Asians go through the same school systems and graduate with a fine education. Some even with a world class education. On the other hand blacks and, to a lesser extent Latinos, go through these schools and can barely read or do basic math. As a California school system graduate (from elementary school through public university) I can say that there are some truly excellent schools here.
The big issue is that the state ranks schools according to text scores so the schools have an incentive to dump poor students into magnet schools and other "special schools". These magnet schools actually receive more money per student then regular schools but the students universally do poorly. Mostly this is because everyone in the school is a ********, their parents don't care about them or their education, and the teachers aren't willing to waste time on the problem cases because they have several dozen other students to deal with. Once in a magnet school every other student you will see is a **** bag that doesn’t care about school. They're putting all the bad apples into one basket to improve the other baskets and it assures that a modestly bad apple turns into a rotten apple in short order.
To be sure the ultimate blame is with the students who don't care and the parents who can't be bothered to parent their children but maybe if the state reorganized things a bit then these students wouldn't be the total failures that they are. Lord knows the LAUSD is garbage and filled with worthless bureaucrats.
The unbelievable thing is that they did take a make up. Some of them took the test maybe 5 or more times. These kids just don't do well at tests.
Or maybe they they have no problem with tests and just don't know how to read. Or write. Or do basic math.
This test simple requires an 8th grade level of education to be shown. If someone is to stupid or incompetant to pass a junior high (where 14 year olds are supposed to be) test when they are seniors in high school (where 18 year olds are supposed to be) then they don't have the basic skills to receive a diploma. End of story.
These are exactly the people who need to be failed and forced to repeat the grade until they can show that they have the skills which high school grades are supposed to have.

Schools don't need to be reformed.
If 11% of the "graduates" can't read or do basic math then something needs to change and it isn't just watering down the standards so that so that even illiterate people get a diploma.
High school is about being indoctrinated into a system of social protocol. It's not about actually achieving anything.
Sure, high schools take part in socially indocrinating people but they're also supposed to teach students basic life skills like how to read, how to write, and how to do math. If someone can't do that then they haven't earned a diploma.
A good student will care enough to also learn things like history, science, understand literature, and numerous other things. This test is only for the most basic "can they function in the work place" sort of skills. A diploma is supposed to certify that someone can do that so why give diplomas to people who can't?
If they need more time then let them repeat a grade thus giving them more time to master basic skills. At the end of the day if the student won't go to class, won't listen to tuitors or teachers, won't do homework, or won't learn then it is there problem. Having parents who care enough to force kids to learn helps a lot but if the student can't show they've mastered the needed skills then they haven't earned a diploma.
