I wouldn't go that far, Kid. There are things that can be done (like making sure that the schools are safe, in good condition and properly supplied).
The change in attitude does have to come from within (I'd include parents, though... kids are products of their environment for the most part).
My boss's boyfriend's daughter came out to live here in CT with them a couple of years ago from the Denver area. I don't know about the school system she was in out in CO, or the one she was in here, actually (in other words, whether or not she was therefore in a better school out here). What I do know is that her father insisted that she improve her grades ,and both he and my boss worked with her on that. She went from having a bunch of Cs, Ds and Fs to mostly Bs. She's going to college.

I'm not convinced that is so in every case (in fact, I rather think it isn't - some schools are falling apart, some are inadequately supplied, and some lack qualified teachers, especially in the math/science area).
Hey, I've got some good friends who are teachers. And they served their time in the inner city schools for a couple of years and then got the **** out. One now teaches in a decent school in a largish town full of working-class people (NOT "inner city"), where he is the head of the history/social studies department. The other is teaching in a fairly posh Boston suburb.
I am NOT asserting that it's all about throwing more money at the problem. But saying that it's not all gonna be solved by spending =! no more spending is ever a good idea.

That's not to say that it doesn't matter where what school your kids go to. Your kids will do better at schools that have higher test scores. The schools aren't necessarily better, but it's an easier environment for them, because the students respond better.I drank beer. I like beer. I still like beer. ... Do you like beer Senator?

Seriously I have no idea the complexity of said exit tests in order to qualify for a diploma, but the question remains is some portion just not meant to graduate (at least that was the thinking years past when there was a plethora of jobs that didn't require edumacation). 100% is the goal one strives to acheive even whilst realizing it's unattainable. But seriously, those who fail & drop out, by and large (I'm sure there are exceptions) tend to have trouble getting decent jobs and such. Thus, it makes sense to do more than throw up our hands and say "welp, some people are just idjits."
Besides, the percentages of minorities (specifically, blacks & hispanics) who fail are scary. Regardless of root causes and whatnot (cause? excuse?), having an underclass of (in the parlance of MtG) leetel brown people is, erm, not ideal. Wouldn't you say?

I merely pointed out the expectation to be not so smart wasn't there in generations past what with plenty of unskilled work available. There is nothing per se that has changed with the populace save the availability of unskilled jobs diminishing, so all of a sudden the problem comes to the fore.

Awesomely RACIST! But a quick look at the curriculum has me wondering how dumb these kids can be or what the hell motivates them to not want too learn? I really am starting to believe culture influences encourage them.
