In Russia they changed the names back though. It aint Leningrad no more. In KALININgrad oblast they still use the commie names.

I understand that they don't want to start using the original German names. Although I heard some time ago that some people in Kaliningrad wants to change the name back to Königsberg hoping that it would attract more foreign investment and tourism and whatnot.

What would Königsberg - King's Mountain- be in Russian? Kralagora or something?

This is the first time I've heard of a Prussian "ethnic". AFAIK Prussia just consisted of Germans, Lithuanians and Poles.

Actually, yes. All the time. IN fact, it has commonly been done for far less. Oh, and don't forget that German actions in the East were no undertaken by just one man, but by millions of Germans, and "just following orders" absolves no one of anything.
