                        Supposedly it's been left in a half finished state since the early 1990's when the USSR collapsed and the new Russian Republic decided they wouldn't continue the economic subsidies to North Korea.

                              Here's a thought - perhaps the design is so efficient they didn't want to waste space on stairways and elevators. So the crane is there to move people in and out
