Who knows? But I do think it's very important to punish the politicians for poor results, even if their impact isn't direct (although I think it is more direct in Germany, than the US, for instance). Schroeder should have been kicked to the curb long ago. Circumstances makes the man. Obviously Schröder couldn't tell his central banker to blow up some nice bubbly bubbles to get consumption going, and he had to counter anti-reformists within his own party and an antagonistic CDU-controlled bundesrat.

Results are what matter. For whatever reason, Germany with Schroeder as chancellor doesn't work right. Maybe he doesn't inspire confidence in Germans of all stripes.
