What IS this double eagle thing? I don't know all the colours, and some are flags and others just symbols but ...
Albania - Black two-headed eagle on red background
Serbia - White two-headed eagle
Greece - two-headed eagle (I've seen it on a monastery in Crete)
Russia - two headed eagle
Byzantines - two headed eagle (according to BE)
Maccas - two headed eagle (According to Gangerolf's post)
Apart from Albania, the Byzantine / Orthodox thing would explain it - except that prior to the Ottomans the Albanians were predominantly Orthodox before converting. Too bad they forgot to redesign their flag ...

As to what it is, I could try and explain but with care, don't take every word for granted.
The two heads on the eagle were the borders of west and east that needed guarding. that's why the eagle looks so pissed looking to both directions. the round ball with the cross on it signifies the authority of the church (it is actually a holy artifact in orthodoxc religion), the sword on the other hand signifies the power of the emperor. both signify the duality of authority in the empire (emperor/patriarch).
as for that monestary in Crete, the double headed eagle is one of the symbols of orthodoxy.

Well, some claim two-headed eagle emblemat was actually brought by Turks, but I've also read that it was put as a symbol of the Byzantines by Michael VIII Plalaiologos or somewhere about that time, to symbolise the reborned Empire guarding two parts of itself, Europe and Asia, after the reconquista of large piece of the European part by the Empire of Nicea under John III Dukas Watatzes and Michael VIII.
Oh, and Albanians were perhaps not majorly, but largely, catholic befor becoming Muslim,

What constitutes the Montengrine ethnicity? They have no language of their own and by their religion should easily compare to their neighbours.
If they're muslims, they're Bosnians or Albanians. If they're Catholics, they're Croatians. If they're Orthodox, they're Serbs. Why make them a nation of their own?
