Late Tuesday, Gov. Blanco spokeswoman Denise Bottcher described a disturbing scene unfolding in uptown New Orleans, where looters were trying to break into Children's Hospital.

Bottcher said the director of the hospital fears for the safety of the staff and the 100 kids inside the hospital. The director said the hospital is locked, but that the looters were trying to break in and had gathered outside the facility.

The director has sought help from the police, but, due to rising flood waters, police have not been able to respond.

Bottcher said Blanco has been told of the situation and has informed the National Guard. However, Bottcher said, the National Guard has also been unable to respond. "

That's what I was most afraid of. Lawless gangs carving out pieces of territory to establish their own order.

It's entirely possible that those TVs, etc. can become barter goods in a new black market.

If your family is starving, you're gonna steal food. But you still owe the person you stole from...pay them asap. In this case, I'd keep track of the stuff I took and pay the people when they came back to work on their store. Hell, I'd help them rebuild. There wont be a shortage of jobs in that area for a few years once the money starts flowing in.

They are the new entrepeneurs. The government should not interfere with new free market dynamics that are emerging in New Orleans.

Here's some interesting grist for this thread's mill,

Salon reported today that the Blogisphere is up in arms over two photos that appeared on Yahoo News. One, showing a black guy waist deep in water carrying food, describes him as having looted a grocery store; the other, showing a white guy waist deep in water, describes him as having found food.



I know, I know: Blogs. I know, I know: Salon. But...

I was just watching CNN, and they were doing a news story on looting. And, my hand to God, this is how it was edited:

VOICEOVER: Looting in New Orleans, blah blah blah
IMAGE: Black people with food supplies

VOICEOVER: Of course, some people are just taking what they need to survive...
IMAGE: White woman with food supplies

VOICEOVER: Still, police have orders to shoot looters on sight blah blah blah

I swear I'm not making that up. So there's your answer: it's looting when black folks do it.

Normal rules of law and order don't apply in a situation like that.
