    is it looting when your just trying to get water and food.
    or maybe diapers for a baby?
    when the whole city is underwater and nothing is open and you have no idea when help will arrive.

    ok i know stealing TV's and VCR's anytime is looting.
    everyone knows that.. but on the news they were showing people with a bag of bread and soda..
    people holding diapers.. and saying they were looters.

        Jewish tradition says it's okay to break the law if you need it for survival. I have always agreed.

          In case of an emergency life comes first, then property. So while it is technically still looting I wouldn't say it is evil in such a situation when you need something for the baby.....of course if they just took the chance to loot everything they could get it is a different case.

            The principle is called Pkuach nefesh, and says that saving a life trumps any other specific Jewish law. Exception is made for certain capital crimes, since obviously in those cases the violation is considered graver than the sanctity of life. (And none of those categories of exceptions involves property crimes)
