As it seems I'm not going to find anything using my search engines I'll try by analyzing carefully the quote:

-Who can take advantage of a broken Spain: France, England (Portugal?, USA?)...
-civil or international war, prospering: I think these expressions are relatively new, on the other hand there are not references to God... I would say it's dated from 18th cent.
-It seems to me it expresses a hope so I will say it was said before 1898 (even before 1802).

To sum up, I think it was said by a French Revolution Ideologist, Robespierre?
