He travels around reminding good citizens that only they can put out a fire and keep it from smoking up the forest!!!

"Smoky Bear" is a mascot for the U.S. Forest Service or somesuch, and occasionally you'll see advertisements with Smoky saying, "Remember, only You can prevent forest fires!"
