Another note about producing in colonies. When you make troops in your colonies, you should only be able to make militia. Granted, some foreign fighting forces were the elite of their nations (French Foreign Legion, Gurkas of Nepal), but the majority of foreign-recruited troops were fairly week.

guess we'll have to wait for BT to decide. I think colonies should only be able to produce militia due to the lack of industry there. Otherwise, colonial powers would be way to powerful anyway.
