Do a "peaceful" raid on Megapol. Basically, raid them using only stun weapons, and as long as none of their gurads are injured they will not fire a shot. Every few raids will get you a mind-shield.
Once you do have one, do another peaceful raid. Put the mind-shield on a soldier and activate it. End the turn. The next turn get the soldier to exit the map. He should now have his psi-defence permanently bumped up by 30. This can be done multiple times to give each soldier a very high psi-defence. I'm not sure if there is a maximum value they can go up to, I think 250 is a nice value to aim for.

Actually, I'm pretty sure either will do. It has been a while though, so some testing might be in order. Just remember that you aren't guaranteed to get one from any single raid.

The game still has a steep learning curve though......because each new enemy is a surprise. Now they can all be dealt with once you have figured out how, but the game is unforgiving in that once you lose a fair few men it starts to go downhill.

If another agent, upon hi/her action causes some of the remaining squad to get hurt, he/her will be shot by the lead agent to help remember what was done.
Half of the squads got hurt by the action of another agent. When he gets out of the medical ward, I going to have the lead agent shoot him again.
To put him back in the medical ward to think about it.
