If that doesn't help, get the system down to its simplest configuration as possible - ie mobo, memory and graphics card only. That way there are less things that could cause the comp not to boot.
Of course, this is a last-ditch takes-lots-of-effort thing.

i re-connected just the power supply and the power button the the old motherboard, and it turned the box on.
i took the ram out of the old mobo, still powered on.
i took the CPU out of it, still powered it up.
i'm now removing everything systematically until it works. tomorrow i may have to go to compusa and throw this back in their face.

Even though your power supply is rated by the manufactor at 300W, in fact it might not be the case.
Just take it out and plug it in. If it turns on, e.g. the fan starts turning, most likely you don't have a big enough power supply.

Unplug everything from the power supply. Plug it into a wall outlet. Switch the computer on. Does the fan on the power supply turn on?

by powersupply, i mean the ahrdware that allows me to plug into a wall.

What I meant is leave the power supply inside the computer, but unplug it from the mobo and any other devices you have connected to it.
When you switch the power on, does the power supply fan comes on?

the power supply i have does not have an on/off switch on it itself, so i cant test it that way.

i have been up for 83 hours, but thats not the point.
i already tried ooking the bare mobo to the powersupply, and it didn't work.
