        paiktis, your story seems to indicate that Morocco recognizes Spanish sovereignty over Ceuta and Melilla. The CIA handbook says otherwise:

          If Morocco goes after either enclave, there will be a war between Spain and Morocco.
          Morocco won't stand much of a chance. Furthermore, even if Spain somehow manages to lose the rest of the EU will step in.

                      Ceuta and Melilla are small Spanish enclaves on the African coast. If Morocco is escallating its territorial claims to the use of force, the most likely targets are these two towns. This is why the situation really is serious.

                        A reply to whoever asked about the military strength of Morocco: I visited the country last year for 5 weeks, and was most of the times in the Western Sahara, which is essentially occupied territory (think Palestine) by the Moroccans. Their military strength is huge, especially in the Sahara. I can't say how modern their army is, but in shear numbers I guess they'll match Spain easily. Those bluehelmets have some function there, they 'try to pacify the region' since 1975 (If only they would do something, instead of spending dollars on whiskey in 5 star hotels).

                        Not only was Spain the first country to colonize Morocco before they traded it to France, they are also the biggest supporters of Polisario, the main resistance movement of the region. Okay, there has been little armed conflict in the Sahara the past years, but diplomatically the tensions are growing.

                        This could very well have been a move by Hassan II to shift attention from the Western Sahara even more, and far from the joke people think it is. Sure, a tiny island of little strategic importance can only be a provocation, but I guess that was exactly what they tried to do: Morocco is Europe minded, and has very good relations with France, but due to the support of Polisario there is not one 'true' Moroccan who likes Spain. Conflict within the EU on the issue could have been the only goal...
