Che, are you suggesting that a society that provides only private, non governmental, means for providing social security is guilty of human rights violations? Example would be support of the elderly by extended families, the church, investments or by pension funds.
I know its vague but there was at least a plan a few years ago (bill before congress?) to not pay social security to resident aliens despite their paying the same taxes.

We declare the French "persona non grata" and they are required to leave. Only American citizens cant be denied entrance to the US.
Be that as it may, we are talking about "temorary" non-resident aliens in the United States. Surely we can provide laws that require the aliens to keep the US Govt. informed of their whereabouts. I believe that law already exists. I believe the US Govt. has the further right to track the current location and status of such "temporary" non resident aliens.
At the present time its impossible to do that.
But now the question gets down to fingerprints. We want to fingerprint only selected non resident aliens. Can we do this lawfully?
I say yes - because there is a compelling need to do so.
This does not, however, translate into discrimination in any manner shape or form with respect to any resident aliens or citizens. The discrimination is limited to non resident aliens, and is based on a compelling Govt. need.
Its not a question about whether it may or may not happen its about whether it should happen and the answer to that is no. Either all are checked or none. Not only is that the only realistic way to have any effect its in keeping with what this country stands for.
Ned, a society that does not take care of its elderly is certainly guilty of a human rights violation. If it's an extended family making that care available, great. But in advanced capitalism, extended families are broken down, and the elderly do not often get that help. Therefore they must receive aid from the state. Only the state has the resources available to take care of a nation's elderly. Private charities certainly can't handle the task.

Spencer, the subject of matter of this thread has nothing to do with "resident" aliens because I believe the fingerprinting policy applies to nonresident aliens who stay is governed by thier visa. I am sure you are not in favor of giving Social Security benefits to nonresident aliens?

Naturalized US citizens can be kept from re-entering the US if they have undesirable politics. It's happened in th past as recently as the 80s.
