In my estimation, yes. The UK's influence is due largely to any residual respect that y'all might have left over from empire. Also, the UK seems to be pragmatic and sensible, which helps.
In order for the UK to be a great power, it would have to project its power worldwide. This is not the case with Russia. Everybody has to deal with Russia, even though at the present she is weak (even the US does). Given Russia's assets, I think it's reasonable to assume that this weakness is temporary.
