        Well it depends on the context.

        Since Great Britain was listed as not a Great Power, I took it to mean 'Great Power' in this context to be superpower.

            Nah, Great Britain is not a great power, as I understand it. China, Russia, and a unified Europe, etc. are the prospective great powers. Maybe India down the road.

                      China and the EU will never be superpowers because of the limited geographical scope of their foreign policies. Russia cannot afford it and never will be able to afford it again. Just not enough people.

                          I don't mean that way. Rather, do the corporate laws allow orderly bankruptcies? Are land deeds now recognized by the law? Is there something like a Uniform Commercial Code? That sort of thing.

                                That's true. Not enough people. But why would Russia need to be a superpower again? It's such a burden. Just look at the US. They have to care about everything in the world.

                                What Russia needs is just to be a good Great Power.
