Starship Troopers is definitely high up on the list, no matter how many bad sci-fi movies were made in the Flash Gordon era (and there were a lot of them).
Everyone says the movie is a parody of Heinlein's views, but I never saw anything to indicate that. It just looks like the director was a total idiot. If you want an example, take that "let's all stand in a circle and shoot at the bug in the center of the circle" scene. That's not parody, that's just incredibly stupid. Or the "conducting live-fire drills in a raised area in the middle of the training grounds" bit. The examples were way too many to mention, but it really does just look like the director is a horse's arse (which, I should mention, is borne out by my opinion of his other films).
As far as Heinlein's semi-fascist view, he expressed many different philosophies over the course of his writing career. Starship Troopers is always a fun book to give to someone who's hooked on Stranger in a Strange Land. My favorite (of course) is The Moon is a Harsh Mistress.
Back to the main topic, there are just too many possibilites. It's ever so much easier to make a bad movie than a good one.

My gf forced me to watch Moulin Rouge with her. I was sure that I'd hate it as I never liked any musical. But, for some unexplained reason I loved it. I have the doubel DVD and both OST's. I can't explain it, I just like it.

Moulin Rouge fits the bill perfectly IMO!
I have never in my life seen a movie where they kill the plot before it's even started - they say it ends in tragedy and Kidman's character dies in the opening credits!!!
Then... THEN, they launch into some horrible splicing of pop songs for their 'musical'... ARRRRRGHHHHH! About the time they launched into their Whitney Houston 'Bodyguard' snippet was when we walked! My girlfriend walked, I may have been able to handle sitting thru the whole thing, but I admit that when she walked I had no hesitation of walking out of the first movie I've paid money to see and walk out of!!!
Utter Trash!!! Worst was that we were expecting a great movie...
Another pile of dross was Phantom Menace - I was under no illusions that it was going to be crap. Somehow it exceeded even those expectations!
Starship Troopers - anyone taking that movie seriously ought to be shot! Watch it for it's unashamed self parody and you will find a hilarious movie!!!
People who have read the book and were disappointed I fully understand - I remember being absolutely appalled at the sh*te shadow of crap that the movie Running Man was of the book...
Starship trooper has some sorry ass acting. Example, the red head Chick gets her arm stabbed.....however, at the end of the movie. When they are dragging out the brain bug. She seems fine.....swinging her hands wildly. Etc..stupid. And dont get me started on those 4 guys killed like 1000 bugs with there 4 rifles, when earlier in the movie 1000 guys couldnt kill 4 bugs.

Satirical, yes. VERY good, no way!
The problem with the satire was that there was nothing subtle about it. Good satire is subtle, so much so that dumb people don't even get it. Starship ****ers was aimed at 12 year olds who need it rammed down their throats so they don't miss the point. For 30 year olds it was an insult to their intelligence, which reminds me about other flaws in the movie.
Let's see - lets send dozens of humungous spaceships with enourmous armies to an unknown planet to fight an unknown enemy, and we'll kill whatever they are with........machine guns Right then and there i wanted to walk out of the cinema
Satire doesn't work if it's not believable.
BTW, the funniest thing about the movie was how disappointed my friend was sitting beside me. He expected one of the great action movies of all time
