Here are some specifics I found on the offer. Apparently both King Faisal of Syria and later his brother, King Abdullah of Palestine wanted the Jews to emigrate and help build their new countries. Abdullah offered the Zionists half the parliament.

I didn't say that it was. I said that it was encouraged by the break up of the Ottoman Empire.
