He, or someone of a similar level in the administration (and Rice was getting sworn in, so probably couldn't do it), had to go to this. Can you imagine the outcry if the US had sent some minor official from State or something? The Jewish lobby would've had a fit.
Anyway, I find his attire kinda funny I saw it live on TV, and the comparison with the others was striking. I don't see what's so cold about a good overcoat and a slightly more formal hat. It's similar to showing up at a black tie event in jeans and t-shirt. But as said, he's American, and retired american tourists aren't best known for their sartorial seneses
