        I take this Kyoto stuff as proof that the human species is no more capable of controlling its effect on the environment then a bunch rabbits, America representing all of our basest instincts enshrined in a superpower...

                          Just a question. Do other countries have regularly scheduled mandatory car emission tests like the US? Where if the car fails you must have it fixed or face a license suspension. Or is this just a US thing.
