But, I think it's a good sign if they can't even arrange a simple trade like masonry with GS. It seems less likely they'll have quick help from GS when we attack them.

I'm not surprised, they cant seem to coordinate anything. Storm will find that Alphabet is quite useless to them. keeping this in mind, will GS accept the provocation if we show them bait?
lets say we trade with Vox: GS notices and has to decide: or they ignore it, or pretend to ignore, or they fight a two front war;
but! we can provide vox with usefull techs, while banana will be of no use for them.
i'm kinda inclined to just ignore GS's ideas, and let them decide if they want a formal war or not. we will bind vox to us, and i don't think we have to fear a GS-Banana alliance
Remember GS has a tech advantage now because of the flood plains, if they have to waste it in hammers to produce units, it will be good for us. they have to keep half of their forces in their homelands for closeby vox forces, while we just have to scout well, they can only attack overland right now, right?

We have not yet decided upon a tech deal to offer you next, but we have another offering in mind.
We think that due to long and peaceful relationship between our nations it would be just appropriate to at last offer you an open borders agreement.
Also some say that in a little time a trade link could be established between us, which can only be used when the borders are open.
What do you think about this proposal?

I'd focus more on the trade link. Talk about the benefits, mention we are building a road with full priority again, ask how their road building is going, blahblah, ... And then mention open borders as requirement at the end.

We think that due to long and peaceful relationship between our nations it would be just appropriate to at last offer you an open borders agreement.
Also, we have at last started building a road to connect our cities, so trade link could soon be established between us, which can only be fully used when the borders are open.
What do you think about this proposal?
If you agree with the proposal, please feel free to offer open borders agreement in-game once you recieve the turn (if it haven't already been proposed by us).

Modified the message to not talk about our road building and include the sea-based trade route (which we almost certainly have with banana).
