Can Airstrip One do a settler? It wouldn't whip, but could do it pretty quickly, and it's considerably nearer to the Frozen Clams site. It's basically trading off units now at A1 for units at Fishy in the near future. A1 was previously concerned about timing for the Taj Mahal, but now that's a few turns farther off than we thought.

Airstrip One can do a settler in 7 turns (we would want to put 1 turn into something else while it grows to size 11, assuming we put it before a missionary).
To found Burgundy in schedule with the irrigating farmers, it could do with coming in 7 turns.
I suppose a plan could be: put both China Beach and Something Fishy onto settlers next turn and whip them both on turn 141. China Beach to follow-up with a couple of workboats and SF to follow-up with a stable. The chop could cause issues with our plans - it is due in 3. It could be suspended for a road.

The irony is that if we triple-whip Something Fishy then lighthouse is not a high priority . The worker will cottage the tile it chops so it can work that and then will probably build another mine to work too. So stable is still OK - we can time the chop to go into the stable.

Seriously, I am fully on board with any plan that has us founding more cities quickly, and getting future draft farms up and running. If everyone is so scared of us having 10 cities, then let's get 12 cities up and really give them something to worry about! Settler -> lighthouse or settler -> stables in Something Fishy sounds like a plan. sunrise's military needs should take priority there over infrastructure.
Also a point that bears mentioning: since we have no foreign trade routes at the moment, more domestic cities might even get us a few extra coins in local trade routes.
