Here's the current status:
Found where the install package for SP2 was hidden on my notebook. Installed it. (Took quite a while)
Noticed that it was no longer saying I was connected to secure networks I wasn't.
Norton's Anti Virus sugested that I turn off SP2's redundanat security, I let it do so.
It immedately found other updates that had previously downloaded onto my notebook. Installed them.
Out of time that evening, just checked and saw it remembered who my favorite open wireless provider is and in addition the GUI for it is new + it's clicked to auto connect to them would I come within range while not auto connecting to anyone else. (That would be the correct settings for me)
My notebook is in my car; it does need a few more patches because it hadn't previously downloaded the driver fix for SP2 that allow it to be turned off without removing the batery , but hopefully it will connect this evening.
