It is a little out of character.
However the issue is that in PBEM you may never see what it is that killed you so you do not know what the opponent has. It is a stabilizing feature to make up for the fact that in PBEM you many times do not see fast units that attack you.
When playing the computer you can watch your opponents moves and the combat happen, in PBEM you cannot. It was something developed sometime back for tournament play that I personally find rather fair so that it makes up for the lack of vision to the combat in PBEM. Now if it only had a "view combat" feature it would be great and the notes would not be useful
