Also, please do not rely much on me in diplo anymore - I was at college whole day (I can't access Poly from it due to some admin trick with ebrowsers ) and if one of our professors did not stay longer in parliament I wouldn't have gotten couple of hours earlier and finished the turn. Colony pods. This plays to the Gaian's strength - efficiency, and larger number of bases before B-drones.
Also, it looks like we have only 4 formers, or are they stacked? We should have at least 1 per base, and perhaps 1.5 when our mins are better.
Also, where are the crawlers going? Harvest mins? I don't see any forests, which should be a priority for early terraforming since they spread, yielding free terraforming. Forests are also good for crawling before min restrictions are lifted. I like to have at least one extra terraformed tile per base, and start setting up locations for new bases. Then rinse and repeat.

We have more than 4 formers. We have about 6-7. We have scattered forest, enough for most bases to work either a forest or a monolith (and possibly both). More can be planted rapidly (3 former-turns, IIRC).
