But that is the weird thing, Herc. SFF is in the hands of 3 factions we have infiltrated/pacted! Why don't we receive it automatically? It's Doc: Airpower that only will be known to 2 factions on which we have infiltration/pact.

Ok...
Well, I've sent this to the Gaian council:
To the Gaian Council,
We were gratified that Gaian losses didn't seem so high as feared as first news of the slaughter on your border blockade came in, and certainly not in such excess as the Morgans had to endure.
We've noticed that your current research, EnvEcon, is already in our possession, and you will finish it in say 5 years at present.
However, if both we and your other ally the Corporation could provide you with EnvEcon and Synthetic Fossil Fuels there might be the possibility that you could switch to Doctrine: Air Power. This might be of great benefit to the Gaian defense.
You can of course try to obtain both those technologies from the Corporation, but this way you could decrease the possible price the Corporation might ask for these technologies.
In return, we would expect a technology of course. Which if all goes well would be Doctrine: Air Power as well.
Regards,

Geo, when Hive and Lal get the DocAirPower, Gaians discovering it should trigger release of this tech to our faction due to special ability. I would either:
- inform Gaians, that we gonna get it that way and ask them for other benefit, anything else here, tech, energy, unit.
- do not inform Gaians, do not take Doc Air Power right away, only later tell them, we got it and then negotiate other trade/return.
Just a side note. BinTravkin is playing much of Gaians now. I know his style of play a bit from other multiplayers. He is a person not liking to "clog" datalinks with "useless" technologies. We may have problems when trying to offer them as many techs as possible. I wonder if they agree for that DAP trade.

I would be surprised if he would refuse envecon and SFF. The benefits are too great for those techs, and DAP is something very usefull for them for they can spot a Spartan invasion fleet coming that way. Anyway, I've sent this message to Chaos and Bin, we'll see what comes from it.
And on a sidenote, this sort of messages keeps them thinking we don't expect to get benefits of our special ability or don't have infiltrated/pacted sufficient factions for it. Never give away everything you know.

Before I forget it, has anyone told the Spartans officially the reasons behind our Pact with the Gaians, and that it was in the accepting stage during their declaration of war against the Gaians?

Not yet, so I post this:
To Spartan Federation,
We would like to inform you, that we are now in Pact agreement with Gaian union. We were discussing this with Gaians for long time and in fact sent the pre-accepted offer in 2164, which was before you declared vendetta on the Gaian Union. This pact is intended as economic in nature.
We also would like to ask you if you would be willing to enter the Pact agreeement with our faction.

Oh, well... I just posted this here:
Members of the Junta,
Unfortunately, due to your unsuspected attack on the Gaians you bring our relations to both you and the Gaians under a great deal of stress.
Our Diplomatic Ops Centre recently decided to sign an economic Pact with them, and we were in the middle of accepting to and fro our respective factions when news of your most recent raid came in.
Now we, the Data Angels, wish to know how their Spartan friends see this new bound. We have no intention whatsoever to exchange military information -and material with the Gaians, but also do we not wish to see an unexpected 'visit' on our shores caused by misunderstanding of our intentions.
We do not believe in war, nor wish to interfere in it, but clarity of reasons is utmost in our dealings with anyone.
Also, due to our emphasis on being noble and unquestionable traders, it is most difficult for us to break bounds, so we hope the Junta will keep this in consideration of any expectations you may have.
Regards,
IT GeoModder

Geo, you can still amend or attach additional explanation under my message, which is short. How about this:
Members of the Junta,
This is to add more information to the recent events regarding our Gaian relations.
Unfortunately, due to your unsuspected attack on the Gaians you bring our relations to both you and the Gaians under a great deal of stress.
Now we, the Data Angels, wish to know how their Spartan friends see this new bound. We have no intention whatsoever to exchange military information -and material with the Gaians, but also do we not wish to enter state of vendetta with you caused by misunderstanding of our intentions. We do not believe in war, nor wish to interfere in it, but clarity of reasons is utmost in our dealings with anyone.

I think I would prefer to say
that we do not wish to get involved in your war etc etc rather than
we do not believe in war.
At some stage we will have to believe in war, unless we can transcend faster than everyone else and still stay highly defensive. On the ISDG 2012 team at the heart of CiviLIZation

O help, not too much at the same time please.
At some stage is far enough in the future for now to let it be, Herc, and editing in that bloody diplo forum is difficult enough as I've just discovered.
I've put up Marts' adaptions, but that's it.
Mart, I've put this message up in the Gaian relations thread around the same time you did, so amending on your message is out as well.

So now we have to just wait till Spartans answer. I think we gave them quite good image what is going on around and we open enough to continue any required talks if possible hostilities would errupt.
Spartans having 3 (bombers?) would have to have DAP for like 3 turns I think or more. 2 turns to make them, or even more, one for relocation.
