Beyond the warrior level I agree with you. Although pillaging for supplies opens up a whole other can of worms as does the introduction of supply units.

Make city zones more than just physical distance from the city center
Each city has a building overlay(affected by terrain) with buildings that have synergies that affect units and buildings with the overlay.
I want opaque colored overlays!! I want synergies! I want terrain effects. More, more and more and more
I would like to see a market effect synergy. Library effect synergy. Barracks synergy, each with their own overlay and effect on whenever unit or other building is within the overlay of the buildings synergistic overlay.
I'd like technological advances to be the result of ownership and practice with resources, as much as recombinations of those resources. Research is then directed based on a limited range of options, as a result of what is present.
For example, if you run the Eskimo tribe, you can become kickass snow warriors and fishermen. If some sissy warmblooded Spanish warrior lands in a cold climate in a bikini, guns won't be a match for specialized Eskimo's.
This makes uniqueness of civilizations the result of their original environment and how they have chosen to specialize.
Conquering other lands and peoples then becomes a struggle for knowledge and diversity!
My wishlist for Civ 5 is for the makers of the Civ games to sit down and play Call to Power by Activision and LEARN from it and adopt some of the BRILLIANT changes they made.
As far As i am concerned after playing CtP and CtP2, Civ 3 and Civ 4 were going BACKWARDS!!
You said it brother. CTP2 is awesome and very playable. The only reason I bought Civ IV was for BTS because it incorporated some of the CTP ideas into it, but they did not implement them nearly as well.
That said, I'd like to see some Commerce and financial decisions in the game. Something more than "build a marketplace" that you cant see and that you only build 1 time in a city.
Also, diplomacy would be useful. Like a real thought-out diplomatic system. Currently, I just ignore other leaders in the game since there's nothing to be gained by talking with them (I can find my own "gems" thank you and I keep tech trading off).
