How about a separate civ .. the independants, made up of the small cities spread out everywhere, not joined.
They can be easily conquered and converted.
for example: southern ireland (gives england some problems) , cuba, taiwan.
they could be like terrorist/small countries where military problems can happen.

You could use barbarian camps instead.

It all seems nice, but personally Bangladesh should be part of India or Pakistan, not SE Asia. The Bangladeshis declared independence from Pakistan with extensive support by the Indian military. Culturally speaking Bangladesh is an islamic nation with a large hindu minority.

your PTW-version with 31 civs makes sence on large/huge map, but for a standard sized one (or not bigger than 120x120), 16 civs are plenty...

I'm using a Giga map. That is why it's taking me so long. I would have been finished 3 weeks ago if Asia weren't so damn big. Still chipping away at it. There are about 8000 land tiles on the map, and there's gonna be over 500 cities. At 50 cities an hour, that's 10 hours of work. Unit placement shouldn't take long, because nobody will have a huge standing army. Terrain improvements also aren't difficult. But cities... gosh. .

it's a real shame that diplomacy cannot be edited (yet). now there'll be dozens of wars without consequences, while i real life usually no territorial conquest will be accepted...

for example happiness bonuses in fundamentalist countries, science bonus in not-so-religious regions, universal-suffrage-like things for warmonger countries

of course they all should big great wonders, so the other civs can't build them (or very very expensive)

Ukraine definitely should not be a part of Russia.
It leads independant politics, as well as Central Asian
states. Byelorus is indeed a vassal of it, and Armenia
its ally - but xcept for these two civs, I see nothing else that could be included into Russia.

Hve you decided who the leaders of the civs will be and the capital cities?

Sabre: Each civ will be different. They'll have different units. (Currently I have six MA types.) They'll have different wonders too, and also there will be uber-resources to give Japan lots of trade, so that although it can't produce many units, it can buy advanced ones and stay near the top in research.

Heresson: Sevastopol and Kiev, the only Ukrainian cities I chose to represent, are in the Eastern Europe civ. Who should get the leader? Ukraine or Poland? Ukraine's leader is President Kuchma? Or Prime Minister Kinakh? I don't understand their government at all... Poland has the same thing - President Kwasniewski and Prime Minister Miller. I think in your Eastern Europe governments the Pres appoints the Prime Minister, in which case it should be Kuchma or Kwasniewski, but I'm not sure. I try to keep up to date on European politics, but it's difficult.

JW, china's president's surname actually is Jiang ... Zemin is his first name. chinese write it the other way round

- capital of EU should by brussels
- southeast asia: you could also take kuala lumpur, singapore or taiwan.
- south africa: capital is pretoria.
- persian asia: possibly khatami (instead of musharraf), if you take teheral.

leader of the arabs:
- king hussein of jordan (or syria?) seems to be the most "worthy" leader.
- alternative: mubarak and capital cairo
- however the most powerful person in the arab world is the saudi leader. the currently an influencial arab city (except cairo) could be bahrain...?

Right now, Poland is the stronger country in middle Europe (though Ukraine has more citizens). I would vote on Kwasniewski as the leader; though president has little power (but he is the official leader of the army),
He, unlike prime minister, has very big support, and reigns since 1995...

Mubarak in cairo is the best leader for the Arabs, as Egypt is the biggest and most culturally important Arab state. At the same time, this might mean peace in the ME, since the bigest and most important Arab regimes (Egypt, SA) are US allies.

Why not put EU capitol in strausbourg? Central location, site of Eu parliment?
