That rule was primeraly ment for the 1941 version of this scenario when neutral Turkey denied passing between the oceans. Did Turkey deny entrance to the Black Sea even before the war?

When they remilitarized the Rhineland, they withdrew from the Versailles Treaty.

Were they at war in the first place?
The reason I ask these questions is that this is still a playtest and any unormal activity must be reported.

REVOLUTION IN FINLAND
Our proletarian comrades in Finland finally decided to throw off the shackles of oppression and started a revolution! They asked the USSR for assistance and the Red Army was ofcourse more than willing to help!
The fascist forces in Karelia were smashed easily and Helsinki will be liberated next month.
The British cruisers near Helsinki and Istanbul were sunked.
