Fellow Treaty signatories. Russia notes with deep concern that two vital elements of our Treaty have as yet to be honoured. These are essential for full settlement and put all our peaceful intent in grave jeopardy.
1. No Peace appears to have been agreed with Oldonia. This must be remedied immediately as they are now but one small nation facing grave odds.
2. The Japanese pledge to hand over its' Heavy Weoponry to Rome has not been honoured and represents a severe shreat to Piercian Liberty. With Open Borders across Piercia there is no excuse for this. Russia does not wish to have to send Armoured Units of her own all the way over to Piercia but will have to begain very soon.
